Online Biosecurity Awareness Course

MPI Accredited Person Training

At the front line of the Biosecurity chain, keeping New Zealand free from unwanted pests and diseases, are trained Accredited Persons (APs). APs are responsible for checking and managing contamination risks associated with imported sea containers. All Ministry for Primary Industries (MPI - formerly MAF) approved transitional facilities for sea containers must have access to one or more APs. Having their own staff as APs helps businesses avoid delays or extra charges when clearing goods.

Transitional Facility Operator Training

All Ministry for Primary Industries (MPI) approved transitional facilities must have a certified Transitional Facility Operator (TF Operator), and in some cases a Deputy TF Operator, to maintain overall responsibility for Biosecurity activities at their business. A TF Operator is the designated person whose name appears on the Ministry for Primary Industries Certificate of Approval as a Transitional Facility and Operator. (All prices include a MPI Levy)

Aviation - MPI Accredited Person Training

This training is specifically designed for people working with air containers, particularly those working at International Airports which are a Place of First Arrival (PoFA).

Virtual Classroom - Transitional Facility Operator Training Part 1

Module 1 – Customs Broker Responsibilities & Border System

Gain a foundational understanding of how customs brokerage operates within New Zealand’s international trade and supply chain environment. This module introduces key industry participants, border agencies, legislation, documentation, Incoterms, and the role customs brokers play in supporting compliant trade

Module 2 – TSW & Trade System Requirements

Learn how the Trade Single Window (TSW) supports electronic border lodgement and cargo reporting in New Zealand. This module covers TSW registration, declarant responsibilities, key message types, and the legal obligations associated with digital Customs transactions.

Module 3 – Customs & Excise Act 2018 - Powers, Penalties & Compliance

Explore the purpose, structure, and practical application of the Customs and Excise Act 2018. This module provides an overview of the legislation that underpins border control, revenue collection, and trade compliance in New Zealand.

Module 4 – Goods Movements, Border Agencies & Biosecurity

Develop an operational understanding of how goods physically move through New Zealand’s border environment. This module examines border agencies, biosecurity systems, Transitional Facilities, Cargo Terminal Operators, Import Health Standards, and risk management processes such as BMSB controls.

Module 5 – Tariff Classification

Build practical skills in tariff classification using the Harmonized System (HS) and the New Zealand Working Tariff. This module covers the General Rules for Interpretation (GIRs), Legal Notes, tariff concessions, and the process of determining accurate and defensible tariff classifications.

Module 6 – Valuation, Origin & Preference

Learn how valuation, origin, and Free Trade Agreement preferences impact duty, GST, and import compliance. This module explores Customs valuation methods, Rules of Origin, preferential trade agreements, and the documentation required to support origin and preference claims.

Module 7 – Entry Types, Refunds, Drawbacks & Customs Accounts

Understand the processes surrounding refunds, remissions, drawbacks, and Customs account management. This module covers eligibility requirements, deferred payment accounts, drawback calculations, and the financial compliance responsibilities involved in Customs revenue management.

Module 8 – Entry Preparation & Processing Workshop

Gain hands-on experience preparing and lodging electronic Customs declarations within the Trade Single Window (TSW) environment. This practical workshop-style module covers entry types, WCO3 message structures, goods descriptions, supporting documentation, and declaration compliance requirements.
