Virtual Classroom - CBAFF Customs UUI Course Block 2

Description

This Course is the SECOND PART OF FOUR COURSES which are required to obtain the CBAFF UUI Course Certificate.

During this course attendees will learn how to determine the customs value for imported goods. You will also learn about trade agreements, preferential tariff duty rates and the rules of origin for imported goods.

At the end of the course participants should have a good understanding of Customs Valuation, Origin and Preference.

Block Two Outline:
• Valuation of goods for Customs purposes
• INCOTERMS and how to determine the appropriate customs value
• Locate and identify the sections of the Customs and Excise Act and
Regulations which deal with valuation
• Valuation in terms of the Customs and Excise Act 2018
• State the methods of valuation used in New Zealand
• Demonstrate practical application of determining transaction value under Schedule 4 to the Customs and Excise Act 2018 and calculation of revenue payable on imported goods
• Categories of duties including import, dumping, excise and goods and
service tax
• Principles of GST legislation in relation to Customs and import and export entries
• Duty rates in the Tariff and application of preferential tariff rates
• Preferential trade agreements with New Zealand
• Rules of origin
• Identify sections of the Customs and Excise Act and Regulations which deal with Origin and Preference
 
 

Prerequisites

  • Completion of the Introduction to Customs Broking and Customs Tariff Interpretation Course - STRONGLY RECOMMENDED

OR

  • At least 12 months working experience in the New Zealand Customs Broking Industry

AND

  • Completion of UUI Block 1 Course

 

PLEASE NOTE:
Successful completion of CBAFF UUI courses and passing the exam, is not a guarantee of the issuance of a UUI by NZ Customs - it is one component of NZ Customs' criteria. NZ Customs will not issue a UUI to persons not actively engaged in the industry as the lodgement of Customs entries require linking users to an employer and clients.

  • Customs (Import Entry WCO Message) Rules 2013
  • Customs (Export Entry WCO Message) Rules 2013
  • Working Tariff Document (IVS have a number of copies for classroom use only)
